Kate Silvas, CEcD
CEO and Principal
Certified. Experienced. Visionary.
Kate Silvas is a Certified Economic Developer and a commercial realtor with Verde Commercial Real Estate / KW City View in San Antonio. She specializes in land and industrial site selection, economic development consulting and business development. She is the Director of the San Antonio Office for Keller Williams Government Services (KWGS).
Among her career accomplishments, Silvas helped recruit Caterpillar to Seguin, Texas, where she helped create 1,500 new jobs and more than $180 MM in capital investment. Silvas also worked for a decade on the launch of Port San Antonio, where she helped recruit Boeing, Lockheed Martin, Standard Aero and create 15,000 jobs. Silvas was elected to the Converse City Council and served two consecutive terms (2018-2022).
Prior to her service on Council, Silvas served as the Executive Director of the Converse EDC for nearly a decade. As the EDC Director, Silvas led recruitment efforts of several Fortune 500 companies to Converse. She helped create Converse Goes Green Day; built a reserve fund balance of more than $2 MM; led the creation of the City’s Comprehensive Master Plan and created a business retention program to assist local businesses. She also worked with local and State legislators on annexation plans to increase Converse by more than 300 percent.
Silvas is a graduate of Trinity University, where she earned a BA in Communications and an MS in Urban Administration. She is also a graduate of Leadership San Antonio and was recognized in the list of Forty Business Leaders under Forty (Top 40 Under 40). She is a member of the International Economic Development Council (IEDC), the Texas Economic Development Council (TEDC), the San Antonio Board of Realtors (SABOR), the South Texas Commercial Association of Realtors (STCAR) and is a newly-elected member of the STCAR Board.
She is an accomplished writer and speaker. Her first book, You Are Not Alone (2017), is available on Amazon. Kate and her husband, Emilio, live in Converse, Texas with their son. She is the world’s biggest fan of her son’s futbol career and enjoys traveling with her family.

Emilio Silvas

Emilio Silvas has more than 20 years in software development and product leadership roles for both B2B and B2C organizations.
Silvas’ early career in cancer research saw him co-author an international patent and serve as founding Director of Bioinformatics for the Cancer Therapy and Research Center.
Silvas went on to co-found Weblings, Inc, an early internet web services company.
As the Director of Product Development at Parlevel Systems, he was part of the leadership team that prepared Parlevel Systems for successful acquisition.
Silvas serves as the Chairman of the Board for the Greater Randolph Area Services Program (GRASP).
Silvas earned his B.S. in Biology from the University of Notre Dame. He is the world’s second biggest fan of his son’s futbol career and enjoys reading, and gardening.
